There are a ton of different numbers for specific areas, so you can just go here to see the complete listing of all of their phone numbers.
You can also contact them through thier website here.
Coupons
Target accepts manufacturer coupons, there own store coupons, and internet coupons. They do not accept competitor's coupons.
You may use one manufacturer coupon and one store coupon on the same one item.
You may not use more than one coupon on a bundled item. Example, three packages of Kleenex tissue bundled together. There is only one UPC code on the outside of this and it scans as one item.
They do not accept expired coupons.
You may use Super Target coupons at other Target stores.
If you forget to give a coupon at the checkout, go to Customer Service. The will usually reimburse you for the value of the coupon.

Price Matching
Target does price match. You must have the ads for the other stores in your hand. They won't look them up. You have to do your price matching at Customer Service.
Gift Card Promotions
Target, quite often, does gift card promos where if you buy a certain dollar amount of a product or a certain number of products, you will be given a Gift Card at the register. The register will prompt the cashier to give you one.
You may not use the Gift Card in the same transaction in which you received it for. After the transaction is over, you may use it right away. If you are doing several of the same deal, and want to do transactions back to back, you may use the first earned Gift Card in the second transaction to help keep your out of pocket expenses down.
You may do these deals as many times as you want, unless there is a limit stated on it.
If you are not using the Gift Cards to roll over savings for your next transaction, you may do several Gift Card promos in one transaction and still earn your Gift Cards.
To know if an item is included in the Gift Card promo, scan the item at one of those red store price checker machines. The right side of the screen should indicate if it is included in the promo.
Price Adjustments on Sale Items
Target will do a price adjustment for you on an item that goes on sale, if you have your receipt, on items that go on sale that same week or the following week.
Returns
Keep the Receipt! If you paid on a credit or debit card, they might be able to electronically look up the receipt for you.
Items must be returned within 90 days and must be in new and unused condition and contain all original packaging and accessories. Music, movies, video games, software and collectibles cannot be returned if opened. GiftCards, prepaid cell phones, prepaid cards (including music, game and phone cards), or other items that carry financial value cannot be returned.
